Zambia, like a large number of third world countries, is facing scarcity of Information and Communication Technology (ICT) infrastructure and leadership with this technology. Whilst advances in the ICT support self-directed active learning, agencies that understand the macro challenges of responding to the ever-changing demands of technology, are looking at leadership principles that adapt to societies' socioeconomic demands. This project looks at the application of leadership to the eLearning model inside the education adjustments in a third world nation. eLearning (eL) is a use of ICT e. g. Internet, laptop, tablets (iPads, etc . ), mobile phone, Learning Management System (LMS), TV, radios and others to boost teaching and learning actions.

In 2008 the Ministry of Education in Zambia was looking to create an education environment that better matched the developed nations' use of multiple channels of communication to present information to children. Scientific evidence shows that computer-oriented imagery can be powerful in learning a wide range of topics including mathematics, english language proficiency, history, and sciences (Bean, 1990; Parker, Brownston & Ruiz, 1993; Svantesson, 1998; Macaulay, 2002).
